Places that I can get NEON aqua streaks?

I need somewhere near Chesapeake beach, Maryland to get bright aqua streaks but first bleach out my natural color. I dunno where to go I would go to the palms but they're closed and I need them tomorrow or Monday. I can't do it on my own. Thanks.
