Suggest me a laptop not exceeding 30000 INR WITH DECENT CONFIGURATION ?

If you can pay rs 2000 more you can get acer aspire 5742 with core i5, 4gb memory and 500GB hard drive. The laptop is not visually attractive or colourful but you pay for what is inside it.
