Whats easier Coldwater or tropical fish?

I dont know much about fish. I have a 60 liter tank which is not set up. It has easy balance in (stopping water changes for 6 months. (What is that) and aqua safe. I have air things in which produces bubbles and a filter. I havnt put a heater in but are tropical fish easier?
