Should i buy a ps3 or pc?

i have searched almost 20 websites. some of them says buy a ps3 and the others says buy a pc. what should i do. Ps3 games are too costly. it costs about 2000 INR.can we play ps1 and ps2 games in ps3 and can we play pirated games in ps3. A gaming pc will cost more than 700$. When will ps4 come out . Should i buy a ps3,pc or wait for ps4?
